I think a new legislation (effective 2/28/2022?) is that you now have to register your identity with your sim.   I believe that you can't get a new burner sim anymore.  But for existing sim, we have until the end of the year or early next year to complete the registration.

I have an unregistered sim and I tried to register recently.   To do that, I had to turn off wifi and use data.  I had over $1,000 in value in my sim but after about 30 sec of data roaming and without getting anywhere, it ran out of money.
