Thai-Delight has hit the nail on the head!

Forum Fatigue - Bros that couldn't be bothered writing reports also couldn't be bothered giving out Karma points.
   - How can we combat that? I don't think there is anything we can do to change that as it's a personal choice.

Non Members - They can read about 90% of the reports on the forum without having to signup.
   - What's the incentive to signup if you are never going to write a report or comment on a report?

My last report which was RA 50 only 22 out of 205 people gave Karma or Acceptance.
Not an issue for me but other bros trying to climb the ranks could possibly get frustrated at those numbers.
