Sure ... I use it all the time.
When you go in through the main entrance walk straight past the security desk (left side of the desk). Keep walking to where there are usually buckets and mops. There's a bunch of other stuff lying around back there. You should see some daylight streaming down back there (if you go during the day of course). Turn to your right and you'll see the stairway leading up to the 1st floor. As you approach this back area you will not see the stairway, you have peak around to the right. This will all become more clear once you get back there.
