Up to now, I've not read anything in the newspapers etc on this case/this case is NOT getting the attention it deserves.
Since its now in the open to the police etc that she had overstayed etc - I suggest that she/you/her agent contact Zee Teng (?? - that organization working for the benefit of Working Gals), who although doesn't really represent that many gals/mostly locals, nonetheless makes a LOT of noise about things like this.
Zee Teng will probably help her out in things like raising funds to cover her medical fees, (thus formalizing the mechanism that you've started here), arrange for her to stay longer in Hong Kong to complete her medical treatment etc etc.
