Because the cops don't want to put themselves in a situation whereby they may have to declare themselves as cops with the wgs, practically all HK cops punt outside of HK (their jurisdiction) so at least they can say they are just enjoying their holidays.

So I don't think the HK police force wants to spend their time inside the wanchai bars as it would be torture for them...only looking allowed, no touching permitted while 'on duty'. They are just there because the drink-spiking incidents got reported in the English papers. The govt hate getting negative publicity that can harm their international image.
