Eye contact is the universal signal of "please shag me for money". They don't always simply walk up to a westerner. Sometimes but not always. Eye contact, flirty looks, clear indications of interest will usually attract them over to you.
In the past, Asians have had a bit more trouble because they were suspected of being police or were presumed to be less free spending and perhaps more demanding of a customer than a foreigner from the UK, OZ, or the U.S. not sure if these old stereotypes still hold up, but in years past I think that was the conventional wisdom from the ladies.
It seems more equal opportunity these days so perhaps the prejudices of the past are no longer an issue.
