Yep - these places are very common throughout Tokyo. Surprisingly enough, these are mainly bars where the Japanese girls sit and talk to the Japanese businessmen, and drink. They can be very expensive. The main reason that they do not allow non-Japanese is because the girls only speak Japanese. There may be some flirting, but these generally are not sex clubs or anything like the China KTV's. Just talking and drinking with the girls. For the Japanese, there are also many soaplands that provide more intimate activities (also mainly limited to Japanese only!).
Hobbying in Japan is so different from other parts of the world, and very limited unless you are Japanese. If you spend any time there, you have to get over the "Japanese Only" mentality - it is real, and there is nothing we can do to change it.
