Black Rain

Talked with a relative and said there was much heavy rain in HK recently.

There was this phenomenon called black rain.

Can somebody please elaborate?

I'm assuming you're referring to "Black Rainstorm", don't currently live in HK, but reead/hear about it.

As I far as I know, it refers to very heavy rainfall and could bring much of HK to a standstill. Sometimes you see images of HK streets flooded with many inches of water.

I think the term is referring to the signal/measurements given to such events, similar to other signals/measurements for earthquakes, hurricanes etc
