I'm opening up a restaurant in Hong Kong and I'm told the cable tv fees for soccer at a commercial establishment is ridiculously expensive. I'm wondering is it legal or illegal to: 1) get a slingbox and connect it to my home cable tv which costs me next to nothing 2) connect my tv at my business premises to the internet and relay cable tv I was thinking of doing this for PPStream etc.

I have to agree with Hunter here, this should not be your priority when planning to open a restaurant in HK, nor is asking questions in a sex-forum a viable source of information for any business.
