Naw. You might be correct, because a 'sex slavery' bust reads well for political campaigns, but it's much more likely that they were just pissing off the neighbors with the additional traffic. The story said that they operated out of apartment complexes (pretty common for AAMPS here in California, hence the name). Just imagine the extra, all male, traffic a 2 bedroom whorehouse generates. In a typical apartment complex that extra foot traffic is going to stand out and get any number of complaints to the police.
If nobody's complaining then the cops usually ignore these places, until election time and some enterprising DA wants to make a name for himself.
