There is no such thing as a penis enlargement device that works. In fact most companies use Psuedo science to trick men into buying them. The best thing you can do is to lose any belly fat and do kegals. Most penis pumps and toys can actually damage your junior and the only sure fire way to get a larger penis is through surgery (and again, success with that is minimal).

The penis enlargement surgery works by cutting the penile suspension ligament and then pulling the base of your penis out of your body (the thing actually extends inside you quite a bit).  It does make you longer but you'll get hard without getting "erect" (because of no more ligament).

Maybe they've improved on the technique since I last heard (my info's a little dated).

There are some that work, I remember seeing a porn film where he used one of those pumps in combination with a silicone cock ring.

It was a ben dover film, the issue is that it damages the blood vessels in your penis and thus can make you impotent, and people seeing the results invariably pump too much causing even more damage.
