This may or may not be true. I was very active in the US scene for over a decade. The higher-end agencies and independents offer GFE-style service, which is by the hour, not the pop. But many lower-end agencies and independents effectively price by the pop -- it's one pop or one hour, whichever comes first.
Another big difference arises from the fact that -- except for Rhode Island and Nevada (and maybe a few other locales) -- prostitution in any form is illegal. Depending on the degree of public outrage and who's running for reelection, the police may actually try to enforce the laws. As a result, the higher-end agencies and indies have rather stringent screening policies. You may be asked to disclose information that you would prefer not to disclose. When the lady arrives, you will often be asked to show your driver's license (or some similar form of ID). There are long threads about this on the US boards. In general, your information is pretty damn secure. The agencies would never willingly disclose information. They may be forced to hand it over to the authorities. The mere possibility of that is something that gives hobbyists (the US term) nightmares. There are scare stories that float around of police interrogating men at home in front of their wives. But I think these are really in the class of urban myths. I've never heard a confirmed report of such intrusion. The cops are almost never after the hobbyists. They really want to get to the agencies. And most of the time they get the agencies for tax evasion and racketeering, rather than prostitution.
Because the act is illegal, you cannot ask any questions about service via email or phone. Doing so willl usually terminate the phone call or email interaction. That's why the TER reviews are invaluable...
Another difference is that payment is almost always up front. No pay, no play... And yes, once they have your money, there can be a real disincentive to provide great service. You will see stories (to which I can personally attest) of cash-and-dash. I've heard of women going to use the bathroom and jumping out of the bathroom window (sometimes with objects you used to own). The basic illegality of the interaction also gives rise to denial of service... claiming that the fee is for the lady to show up and give a half-assed lap dance... because, of course, they would not commit an illegal act. But usually they're quite happy to commit illegal acts if you pony over big bucks for their a la carte menu of services. There are many, many great agencies and indies, but there is a whole subculture of bottom-feeders who prey on the unwary (who often include out-of-town tourists and businessmen).

Someone mentioned Craigslist as a source. The quality of the ads varies considerably by city. I had great success using Craigslist over the years. But at least in Boston, it is now overrun with pimps who blitz the boards with ads of dubious integrity. You can still find the occasional great woman, but it requires hard work and dedication to filter out the wheat from the chaff. We used to call Craigslist the "human cesspool." The casual Craigslist user is probably asking to be scammed...
