Outside of street walkers that you could potentially negotiate the price on, your budget is way too low for Japan. If you can pass off as Japanese, that would be a different story. You may get lucky in smaller towns that accept foreigners on that budget though, but it’s still highly unlikely.
There’s also the red light districts in Osaka, but you’ll have to finish in time or risk paying more.
