[HK]Local Number that works in NA

As someone who works in the US but frequents HK and prefers a local HK number for all hobby contacts, what phone plan do you use? I would prefer one that is able to receive texts in the US and not too expensive to keep active.

So far, I've narrowed it down to Smartone local prepaid sim for $18/month. Cards cost $118 and can be renewed online.
