All jokes aside, while TD's reply might have been a bit preemptive, I think it was more of the fact that the new rules were posted on every single sub-forum, in bold, with a header that it was important to read. Hope you understand genius that for some of the more senior bro's who have been on this forum for a while, it does get tiring/irksome when members don't seem to be aware of changes that are made on this forum, especially when they're posted just about everywhere for members to read (in general of course).
Additionally, by having you making a judgement that the new rules suck before even reading the rules is.. preemptive as well, wouldn't you agree? I think the majority of established bro's here all agree that the new rules are actually pretty great (I myself am in the category as well), and you should give them a read-over before reaching your decision/reacting.
A good practice is to check the top two sub-forums (Guidelines & Feedback/Suggestions), as any updates/new rules are usually mentioned there... There's some pretty interesting suggestions/conversations in there as well, heh heh (I did notice in your past reports as well that you seemed to miss some RA-picture rules as well, so definitely check those two sub-forums regularly).
I for one enjoy how the rules are in place here, and is the reason why I spend so much time on this forum compared to other mongering forums (which have lax rules/almost none, resulting in TONS AND TONS AND TONS of fluff/spam/useless info).
