Definitely HG. Walkup girls rarely allow photos of themselves. This can be attributed to some of them having a Hong Kong visa and being residents here, so they understandably want to keep a lower profile and not getting their faces in circulation.
Mainland Chinese hotel girls with short stay Visas are more likely to pose for photos, in order to get more exposure and business during their short stay if you write a report of them. Or they can just more readily please you by allowing you to take photos, since they think it's a low chance of anyone back home happening to see them.
Edit: When asking to take photos of her, first of all be very casual and try not to look nervous. I sure was the first times I tried asking, and got rejected a lot.
Since then I've defaulted to asking them after both are dressed up, as a conclusion to the session. But before paying for it (and tipping); let them make that last good impression to you and work for it. I speak only elementary Chinese and have noticed that 95% of girls do not understand when you ask in English if you can take photos of her. So I just start by asking it in English, which they don't understand, then I follow up with hand sign imitation of taking a photograph and pointing at her. Asking OK? They should then either shake their head, nod in approval, or seem confused. If they are confused, dig the camera out of your bag and hold it to them, and ask OK?
