From a legal perspective...

Under Hong Kong law, the legal consequence is the same, whether you stop halfway or whether you continue once you found out she was under 16.

Sexual intercourse with a minor is a criminal offence. Sexual intercourse is not defined as "finishing the act of intercourse". The moment there is penetration, e.g. whatever form of BJ, digital penetration, vaginal penetration, you are as good as finished if you are caught.
