2% is the death rate in China, mostly in Wuhan. And most of the deaths are elderly or people with pre-existing conditions. Outside of Wuhan, it is much lower and outside of China it's extremely low.
The problem is that Wuhan and Hubei simply don't have the resources to deal with such a local pandemic. The doctors and nurses were/are overworked and constantly exposed to those who are infected. So they are burning out and then they get sick and further add to the list of people who aren't getting enough treatment or attention. If everyone who was actually infected got the proper treatment, the recovery rate would be much higher, and the death rate would be much lower.
Whereas everyone else who infected outside of China is getting top notch treatment and thus are recovering.
