This "rule" was invoked because we had a period where we had Niewbies - just to get posting credits - posting up all sorts of one-liners (BTW, this is what still goes on in the Chinese side of this forum where one-liners are still endemic.)
I remember looking at one of Goose's posts (Goose is the TOP rated poster here who've put up a ton of great Posts accompanied by bucketfuls of great pictures) and the one liners were running at least 5 or 6 pages long!
It was ridiculous and it was decided that the best way to solve the problem would be to restrict Newbies from posting on the Hong Kong report section. Seems to have worked well in that we see less of these gratuitous remark/obvious question type one liners these days.
Also, at that time, the Mods created the "newbies" section - I guess to sort of enable them to monitor the newbies a bit before allowing them access to the other parts when they reach membership. 75 posting credits to do so.
