You can download maps on your phone and use them offline later. In google maps simply select the area you want to download then type "ok maps" in the search bar (without the double quotes) This will download the map onto your phone so you can use it later.

If you own a Garmin GPS you can add legitimately free (these aren't pirated) maps to your device. Some Garmin units only include maps for the country in which they're sold so this solves that problem. When traveling I usually have a backpack with me so carrying a GPS unit isn't an issue.
