I mean the reasoning behind AF being more “accepted” in Japan, has 2 readings.

First one is that since paying for vaginal intercourse is illegal, providers usually code AF as vaginal intercourse. Of course YMMV in that sense because sometimes providers are actually offering AF, but if you are too big they just tell you that they will provide regular intercourse.
