To answer my own question - No. Seems that the existing government immunisation programme only includes children 6 to 23 months old. The government now
says it's 'considering' spending HK$100M to vaccinate a million children anged 11 and below next winter. HK$100M is peanuts to this government. They just abolished
all taxes on wine and beer at a cost of billions but they're 'considering immunization' ..... The WHO recommends vaccinating all childeren under 12.

Latest news from the panel of experts investigating the flu outbreak. Get this .... "in fact the outbreak situation in Hong Kong is rather moderate when compared with
previous years ...." Also ... "while 2 of children who died had flu, they had other medical complications that contributed to their deaths." Get this one from the government
... "the late-night decision to close the schools was not based on medical findings ..." So, what was it based on? Now families are in chaos trying to take care of their kids.
One school, to it's credit [Canadian International School], has ignored the government ban and stayed open.
Our government is run by a bunch of amateurs who just stumble from one crisis to the next.
