This is probably best directed at the more experienced HK mods who are more familiar with the admin's intent and risk tolerance but I can offer my opinion:
1) This does not appear to violate established Forum Policy:
- The thread and presentation is sufficiently clear in its use and intent that this does not appear to violate the spirit of Rule II.
- Since users are only requesting information about providers in the Bay Area, and not Hong Kong or otherwise in anyway linking to or leveraging resources from another site that is competing with 141 in HK, this does not appear to violate Rule IV.
2) I am not a lawyer, but Terms of Service is a policy for a private entity, not a government legislated statute. There is no criminal nor legal issues at hand. This would be at most a civil dispute.
3) Duplication of content is allowed by TER TOS for only "personal use" and "not for commercial use". This certainly wouldn't be "personal use". That being said, the party in violation would be the individual poster, not 141.
- I am not a lawyer and am not qualified to give legal advice. That being said, I highly doubt TER has the interest nor the capacity to ask the US government to reach out to HK government to subpoena 141 and force them to release specific individual's IP address, then in turn contact your ISP to give up your name. All over a civil matter, one that I doubt would become significant provable revenue loss to TER.
- TER founder David Elms is also no longer associated with TER, so you wouldn't have to worry about him hiring a hitman on you.
If it is desired to draw less attention, I would suggest changing the thread title to "Review Pull Requests" without calling out any specific source as being targeted. Beyond that, I would defer to a more experienced mod as to whether this is something they are concerned with.
Maybe instead of doing word for word copy & paste, the person sharing can just quickly summarize if the review was positive or negative? And just write about any notable points from the review?
I think this is also generally a good idea.
