As for Neptunes/Escape, I know they're open until the early morning, but whether it's open during the day is highly debatable.

Oh you must be talking about the New Lisboa, but if you go to Old Lisboa that's a different story. The bottom story of the Old Lisboa has what's called the racetracks, which is an oval shaped shopping area where the HG's walk around in circles, targeting any male that walks by and asks them, "Chu ba?" as in "Wanna go?"
