They did. It was ignored by the Thai government because they didn't want to hurt tourism....
Are you are kidding??? The Thai Gov can predict earthquakes and tsunamis? What do they use ... tea leaves, sheep entrails, bones?
What some Governments have not done is to deploy early warning ocean buoys to detect a tsunami is coming. AUS gov is just about finished rolling out its deep ocean buoys but still hasn't the system in place to actually warn people one may be coming. Say it's 2am and the buoys report one will hit in a couple of hours ..... put a bulletin on the radio? Japan and Hawaii are very advanced with this, sirens and drills, people know what to do and react appropriately.
