'English' on hotel gal ads means the agent speaks some/enough so you'll manage to make a booking; whether the girl does is real hit-and-miss stuff (although not entirely necessary!). Of course, whethe ...
But also note, that just because an ad doesn't say 'English' doesn't mean the agent does not speak English - most of them do speak English, enough to make a booking anyhow. Unless you're planning to hold a conversation on the Homeric Illiad with them, in which case none of them speak English. Best way to find out is to try. Personally, I'd ignore what it says on there in terms of language and just dial the number.
Most girls - especially Chinese - don't speak even a word (maybe some of them can say stuff like 'fuck baby, cum baby' etc) of English. There are a few that are, surprisingly, fluent in English (relatively, anyway - met 3 so far). Most of the Korean, Japanese and Thai girls speak passable English - enough to converse/communicate. I actually found a Korean who spoke native English not too long ago - in fact, we DID a conversation on the Illiad!
