I think some of these statements can be applied anywhere... not just HK. In reference to your specific questions Joe...

That it happens in HK? In terms of money, goods, privileges?
YES. Not necessarily talking about paying LE or Govt. However for things to run smoothly, the right people need to be considered and when they are over looked pressure comes to bare. However, do I have irrefutable evidence that it was the specific cause of this specific raid. No.
(2) Do you have any basis for making such statements?
YES. See (1) above.
(3) Do you live in Hong Kong?
No. And actually I don't believe relevant in this case.
(4) Do you know that much about Hong Kong?
Well some would say because I don't live in HK and because I am not Chinese I don't know much about HK... however the answer to a question such as this really is a matter of opinion rather than a statement of fact.
I also know that in Beijing late 2009, a change in key government personal saw the "new guy" arrive with a point to prove and subsequently much to my frustration the chain of Mongolian girls Ulanbataar >>> Beijing >>> Shen Zhen >>> HK was broken. As I am sure you know too well Joe, that can also be an explanation.
About 10 years ago, I was walking through the Mong Kok market looking for Nintendo games for my son. There were none to be found. I asked a few people who are involved in the area and I had gotten to know quite well what the problem was and they explained Nintendo had complained and a RAID was due. So I replied "fine but the place is full of Levis, Billabong, Ferrari, Man. Utd etc... what about that?" to which he smiled at my naivety and said "that's OK... they didn't complain this time".
