That's the thing though - everyone knows about the 141 site and how it works. So why do they only bust the raid once in a blue moon?

Heck - I'm certain some of the police force have used um...services...before?

From what I THINK I know, and from previously chatting about this with quite a senior LE friend on the subject:

Basically, the approach of the Hong Kong LE is to not fix what ain't broken too badly - too much other things to worry about; This being the case, they're quite happy to have one eye open one eye closed as far as prostitution is concerned - even SUPPOSEDLY designating the Mongkok area and certain buildings/enclaves in the territory as being OK to exist; Just don't be doing things excessively and definitely don't allow problems to spill out to HAVE TO FORCE THEM to do something about it.

In fact, to go one step further, he told me that to a large extent, organized crime in Hong Kong (like in Japan as a perfectly good example) goes a long way to keep Civil order here; the reasoning being that organized crime wants and NEEDS to do business with the general populace for them to be able to make money; so its in their best interest to "self-patrol" their own areas/businesses to make it a safe and enjoyable experience for the general populace. Things like NOT allowing druggies, pickpockets, muggers, scam artists etc to bother John Q Public in their pursuit of patronizing the actual business of organized crime.

Anyway, I digress - I THINK what happened is that the Tsing Yi operation just got too big and too profitable for them to keep turning a blind eye - and perhaps even that there were complaints from guests of hotels etc (Tourists!! One of the Pillars of Hong Kong business!!) and thus they had to do something. Notice that some here have reported that there are now requirements for registration/key card etc in some hotels - perhaps another ploy they (whoever they are!!) have enacted to control the trade a bit better?!

Like I said, just pure speculation on my part - but a good topic for a lazy Saturday afternoon?! LOL!

form an outsider's perspective, i believe its a publicity stunt
authorities are simply flexing their muscle to show (society) that they're still in charge and on top of things
they've carefully picked a syndicate to make an example of them
certainly don't think its at random, perhaps hitting two birds with one stone
where there 'may' have been (a) complaint(s) in regards to this party in particular
and they've been victimized by random

its certainly the case here in australia where authorities were clamping down on hoons
in particular the import scene because the other 'big boys' where fuming as their car sales were plumting
and customers were acquiring imports as they were more cost effective for performance
at the same time, (and i know this for a fact) state government had (back then) just purchased a whole swag of new speed cameras
and needed excuses to install them at random locations
i can vouch for my sources as i actually know of the guy who took the state governments order for the cameras
they made a mint!

No one has "evidence" and neither do I.  My "opinion" is based on the fact that there is a lot of money involved in this business and passing some to the right people will likely happen if thats what it takes to keep the business going. Anyone in this business has to be aware of the ever present LE threat and will grease a few palms along the way if that is what is required. Not unheard of. Could be some other reason, who really knows.

What do you think might have caused this SEAJ?

Ahhh...So..... just another uninformed opinion/your trademark blithe remark!

We in Hong Kong are quite proud of the fine work being done by our Independent Commission Against Corruption and the fine tradition for the past few decades of quite clean government.  Yes of course corruption still happens some times - but I (and I think most other Hong Kongers) do get upset when claims such as yours gets aired.

All your supposition are just that and deserves to be challenged and exposed for its total fallacy - which is what I am doing.

So please, next time PRIOR to going around posting trite remarks FOR WHATEVER REASON, please consider first that such blithe remarks may actually cause offense to others here.

Thank you.

In the category of learning something new everyday - I just Wiki'd your term "Hoons" and this is what I got - if anybody else is interested:

QUOTE:
Hoon is a derogatory term used in Australia and New Zealand, to refer to a young person who engages in loutish, antisocial behaviour. In particular, it is used to refer to one who drives a car or boat in a manner which is anti-social by the standards of contemporary society, that is, fast, noisily and/or dangerously. In New Zealand, the term "boy racer" is also widely used. Another slang term, revhead — derived from "rev", an alternate term for RPM — is sometimes used in place of hoon. However, "revhead" can refer to any car enthusiast, while hoon is always pejorative. "Anti-hoon laws", while they generally concern road vehicles, sometimes also target anti-social behaviour in motor boats.

Hoon activities can include speeding, burnouts, doughnuts or screeching tires.[1] Those commonly identified as being involved in "hooning" or street racing are young, predominantly male although increasingly female drivers in the age range of 17 and 35 years.[2]

Hoon control laws are beginning to be extended to dangerous and annoying hoon behaviour using boats and other vessels, particularly jet skis. The State of Victoria, Australia passed legislation in late 2009 to control hoon activities using recreational vessels.[3]

Perhaps that's what it is - we've got Hoons on sex141!
LOL

remember, James got shut down before, and his team split up and formed their own operations... so it is quite accurate that James restarted his organization a few months ago

So the possibility that amongst the various splintered groups there may have been dissension/conflict and one putting the word out about the other one?

What with this fascination/fixation of yours about "protection Money?"
This is not the first time I've read you writing accusing such.

I find it very disturbing that you now make these statements about Hong Kong.

Do you have irrefutable evidence?
Do you have any basis for making such statements?
Do you live in Hong Kong?
Do you know that much about Hong Kong?

I think some of these statements can be applied anywhere... not just HK. In reference to your specific questions Joe...

(1) Do you have irrefutable evidence?
That it happens in HK? In terms of money, goods, privileges?
YES. Not necessarily talking about paying LE or Govt. However for things to run smoothly, the right people need to be considered and when they are over looked pressure comes to bare. However, do I have irrefutable evidence that it was the specific cause of this specific raid. No.

(2) Do you have any basis for making such statements?
YES. See (1) above.

(3) Do you live in Hong Kong?
No. And actually I don't believe relevant in this case.

(4) Do you know that much about Hong Kong?
Well some would say because I don't live in HK and because I am not Chinese I don't know much about HK... however the answer to a question such as this really is a matter of opinion rather than a statement of fact.

I also know that in Beijing late 2009, a change in key government personal saw the "new guy" arrive with a point to prove and subsequently much to my frustration the chain of Mongolian girls Ulanbataar >>> Beijing >>> Shen Zhen >>> HK was broken. As I am sure you know too well Joe, that can also be an explanation.

About 10 years ago, I was walking through the Mong Kok market looking for Nintendo games for my son. There were none to be found. I asked a few people who are involved in the area and I had gotten to know quite well what the problem was and they explained Nintendo had complained and a RAID was due. So I replied "fine but the place is full of Levis, Billabong, Ferrari, Man. Utd etc... what about that?" to which he smiled at my naivety and said "that's OK... they didn't complain this time".
