At the very least, government corruption in China is to be partially blamed.

You also ask how you can help these women in the sex industry. I think the reason is fairly simple: the problem lies in economic inequality. As long as there is poverty, there will always be larger instances of prostitution.  The solution would entail improving that inequality or the standards of living on average. I would suggest then volunteering your time to helping the needy and poor, donating whatever sums of money you can to trusted charities, raising the level of awareness in these issues, and improving the community around you. I know that it isn't a quick fix, but that's reality. Slowly, but surely, if we patiently work together, we can help China.
