In CWB, there is a place on Perceval St that have Thai girls (acting as JP girls) working 24h.  I went a few times very late at night but always disappointed.  Out of the 4 times I went, i only tried one girl, which ended up being lame.  

A few weeks back, i got horny in the middle of the night and decided to get up and go.  
i had a quick look and searched for 24hr on HK side.  Saw the ad for Zone in Shau Kei Wan, 2 Church Lane, which wasn't the closest place to my home, but just got in a cab and went.

I tried visiting some after mid-night, but often got disappointed -- they're either off (without hanging the sign on door) or they're not responding. The most efficient way is still to give them a call first (if their phone number available). Otherwise, I'm afraid you'll go up and down and got nothing in the middle of the night.
