Most of the girls that are standing around with their phones out are apparently working girls. Seems like it's an open market kind of thing with likely varying services offered depending on the girl. While enticing tbh I doubt chance of getting anything from these girls unless you are Japanese, or are Asian and can speak some Japanese.

I’ve been to the street quite a few times. Okubo is totally YMMV but generally speaking it’s BJ and FS for around 20minutes. Service won’t be as good as Soaplands (completely different business model) but some of the girls are really young and hot. Think of it as a quick serviceless quickie.
