The worst case I recall was Alex Ho in 2004. He was caught with a prostitute in his 5 star hotel in Dongguan. I don't remember anything about a fine. He was a member of The Democratic Party in Hong Kong. He sat in jail for six months without trial. Some say the timing raised suspicions of a political conspiracy against Alex Ho. In other words, some say it was a sting or setup.
In some cases it's just a fine, and 15 days in jail. A Hong Kong policeman got caught in Sha Zui, Shenzhen. I think he got 15 days and a fine. In other cases, jailed, fine and a stamped on your passport. Overall, the chances of being caught is extremely slim but it can happen.
