So either keep it clean shaven at all times or not at all.

I think he means either the tool to keep the length of your beard in check or the tool that you use to trim your sideburns.  My disposable power razor has the beard tool and my braun shaver has the sideburn tool.  Long as you use itto trim it short and not shave with it, you won't nick your balls
