Few buildings are immune to being raided, and certainly not Fuji. On HK Island, other good buildings for younger girls include Hop Yee (just a short hop from Fuji) and Coronet Court.
LE is well aware of what goes on in all these buildings but will raid them only occasionally, such as during the current annual three-month campaign.
Most of the raids are for visa infringers, so if you want to avoid them, go to the buildings in Sheung Wan, like Kam Bong and Hing Loong, or Causeway Bay, like Phoenix, with the long-stayers, who tend to have HK IDs but are somewhat older in general.
