I've had the locked and unlocked iPhones over the years, along with locked and jailbroken Blackberries. It used to be that ATT would unlock your phone after the contract was up, but now with all iPhones and Blackberries they refuse to do so.
For me, paying up and getting the unlocked iPhone from Apple was expensive, but it was so much easier to live with than trying to make a jail broken iPhone function correctly (the phone may be fine but you could sometimes not have GPS or other functions).
