It is very drying to the hands as it is.   Or it could be a hand sanitizer she is rubbing on your LB.     This is best not to do and it is unnecessary if you have washed and do not have any STDs or lesions, in which case you shouldn't be having sex anyway...     I feel this shows a lack of education or pure fear, both of which should be addressed at some point. I once had a WG spray the condom before I penetrated her and I warned her that doing this will probably end up breaking the condom some day.  Not sure she listened to me or not.
