Paris and London?

Paris is an expensive city, even more than London.
Sadly the attitude of the French is that they will get angry if you do not speak French
I have visited Paris twice and it looks beautiful but getting anywhere without the local lingo is exceptionally difficult.
I think it will be cheaper and you will have a much greater chance to monger in the UK.
