LE is probably going after the websites that are still based in the US and these sites have literally moved their host to a foreign country like Poland (.pl) and the like.  

Think it would be more difficult to go after the 141 Chinese sites as they are technically legal to operate in HK.

In the beginning sex141 servers were located in HK. Then they moved the servers out of HK

to the southern USA.  But it looks like there located in the West Coast in San Francisco

according to their IP address now. Unless there are masking or trying to hide their true location

which I don't know if it can be done or not.
