Problem, I walked up the spiral stairs. There are only offices there. I think the hotel has converted that floor to shops / offices.

There is (or used to be) a bar called Harry's - there is 1 flight of stairs (straight stairs) opposite the reception.
You can see the bar from the reception counters by looking up. This is in the Holiday Inn golden mall Hotel
on Nathan Rd. TST.
