Voice: Let foreigners becivil servants

CHINA should recruit overseas talent to work as civil servants in departments where foreign expertise could help, according to a proposal made by a member of Chinese People’s Political Consultative Conference (CPPCC), the country’s top advisory body who is holding its annual session in Beijing.
“The introduction of senior foreign administration staff (into public service) is conducive to importing (advanced) foreign administrative expertise and methods as well as more scientific mechanisms,” said Chen Lijun, vice president of Zhejiang Federation of Returned Overseas Chinese and a CPPCC member. Chen suggested the government open civil servant positions to foreign talent.
The applicable departments are those responsible for managing social services where foreign countries are more advanced, such as the development of a social security system and urban planning, according to Chen. He suggested the jobs may be first open to overseas Chinese and then extended to foreigners who obtain Chinese nationality. The current Chinese law mandates that all civil servants should be of Chinese nationality.
Chen’s proposal incurred mixed responses on the Internet. Some say it will intensify the already fierce competition in the Chinese job market, while others approve of it and add that more supportive policies are needed.
China has always attached great importance to introducing foreign talent, said Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, during a forum of high-level foreign talent in Guangzhou at the end of last year. About 300,000 foreign experts have been working in China each year from 2001 to 2010, Li said.
China will continue to carry out a program to recruit 500 to 1,000 high-caliber foreign experts in each of the next 10 years in key industries of economic and social development, according to the State Administration of Foreign Experts Affairs.(SD-Agencies)
