Taking down a Crime Syndicate in Spain

I just read this on CNN, and am still a little puzzled about the main point in the story.

One minute they are talking about smashing a ruthless human-smuggling ring, and then they are saying that these 'exotic' Chinese imports are putting their locals out of business.  So are they just protecting the local market.  Take it to the WTO!
