You can buy an iPad in HK and it will work in China. All you need is a SIM, and a data contract that includes China either as a local network or with roaming.
Roaming charges will be high, unless you subscribe to a local data provider - data roaming is currently the cash-cow that the networks are milking for all they can.
If you spend most of your time in HK, 3HK provide a good deal, at $68 per day for data roaming in China (about half what the other networks charge), and the monthly charge for HK is also a very reasonable iro $98-$160.
But if you spend most of your time in China, get yourself a SIM in China, and use that when you are there. FYI China Unicom has a JV with 3HK, and they provide roaming in HK via 3HK's network.
