Depends on the test. Standard HIV antibody tests are conclusive after about 6 weeks. And, a maximum of 12 weeks is the accepted period in almost every jurisdiction. HIV Duo tests and PCR tests can be conclusive from 4 weeks to a couple weeks, respectively, but PCR tests are not recommended for normal diagnostic purposes.
Type specific IgG blood tests for Herpes need to be taken 12 to 16 weeks after the last exposure. Most standard STD panels will not include testing for herpes unless specifically requested (primarily, because too many people have it - 1/6 men, 1/4 women, likely 1/2 WGs).
If you want to avoid virtually all risks for STIs then the program should be HE and CBJs. Even with protected intercourse, HSV and HPV can be readily transmitted.
