from what i understand, age of consent is for consensual sex among 2 people, it does not apply in a prostitution setting. that's probably why the police want you to cooperate in the first place, to establish the fact that you were engaged in prostitution, then they go and check out the girl's age

Yeah, I think it is more likely that if the girl is between 16 and 18, she can't operate in an 141 setting legally even if she has work permit. But for us punters, we should still be over the hook if she is between 16 and 18.

It say 16 here for HK residental but not sure about PRC girls and other foreigners with visas.

This is not illegal if a sex worker hold a valid Hong Kong residential ID card (not limited to other conditions of stay), and is performing the trade in a private environment. Participants of heterosexual and female homosexual sex trades must be at least 16 of age, and male homosexual sex trades must be at least 21 years of age.
