Elections in the Philippines work like this in one of two ways: 1) vote for my guy or I'll put a bullet in your head and then I'll wipe out your family. 2) I'll throw some pesos at you to vote for my guy... I wouldn't be too surprised if Manny went with the second option but just to clear things up, it's standard operating procedure over there.
