Stupid question about girls in buildings

Excuse me for this stupid question but when you arrive in front of the door of the girl who works in a buiding, how can you know that she's busy from the door as on majority of pictures of this doors there's only chineese words or letters and nothing in english ?

IIRC there is a sign on the door that says "Welcome" if she is available

I suppose the sign is turned the other way and says "Busy"

yes...some of us...I saw a non-chinese guy standing in front of a woman's room ringing the doorbell despite the chinese sign saying it was busy...he looked relieved when i told him that she was not available and he better come back later. The kicker is that the sign was also in English.
