Prostitution is legal. But you can't work in HK unless you're a resident or have a work permit. The cops are looking for mainlanders and foreigners working here illegally. That's why, as a customer, you have nothing to fear - unless you're stupid enough to admit you knew she's a non-resident. Employing someone without a permit is also illegal.
