In UB, Mongolia, there was something similar in my usual hotel but that was never enforced.
(forgot the place, but somewhere there was this issue, but as usual, ANY unexpected T&E item was paid cash after the bill was splitted in 2)
That said, the LESS they see, the better, so when coming back to hotel with "luggage", I was using the back entrance of the hotel,
then climbing the staircase to 1F, then lift to the room to avoid potenital inquisitive looks at the
reception.
(There maybe videos (working?) in the lift, but for sure those guys were way too lazy to look and record anything in files;
Just tip massively on check-in when changing USD or ...whatever pretext to make them love you).
What could be more ...potentially annoying is when ....security guards record who is taking the lift (no access card) to the rooms, alone or not,
resulting in ...DOUBLE OCCUPANCY (while no extra charge) in your hotel file!
Reason was obviously security after Bali bombing (got a bomb in my hotel too years later, luckily not there that week).
I was able to check that in JKT ...because an hotel staff was a kind of part-time GF (HER first call on each of my trips)

I I asked her (after the first time we had diner out...but she could not go with me to my room) what was written in my file.
I heard "gloops" on the phone and "Double occupancy".
Me: "What would you expect with that bar in the basement? No way a guy alone can walk out alone'.
And she lost a client, as I picked another hotel for the following trips, but for each trip she had a first call on a full evening
(starting by nice diners exploring top JKT restaurants + nice night clubs + full nights in my hotel before going to work at hers in the morning).
Bottom line: it is NOT because there is NOTHING written about GUESTS,
that they don't record anything for a ....SO-mandated Private Investigator to find. You have been warned!

With a pile of 141 Walk-Up in the same bed, after there are tissues, wipes, condoms ALL OVER THE PLACE...with serious cleaning after each change.
