It seems that there are many guys who just cannot resist the temptation to caress the girls' legs during a massage. Sure I admit many of these girls' legs are so silky smooth and soft and the legs are so easy to reach whenever she is massaging the upper back, shoulders and neck.
But I am of the opinion that (in HK at least) caressing the girls' legs early in the session is so counter-productive. You are sending a signal to the girl you are very horny, impatient, and don't care about the massage. She will then very soon end the massage part and proceed quickly to the flip-over and HE.
Many of the sauna/spa girls love these types of customers because they get paid full (90-120min session) for only 30 min work.
As for me, I expect both the massage portion and the HE portion to be of equally high quality. So I always refrain from touching the girls' legs when she does the subtle brushing of my slack arms with her legs to let her know that I want her full attention on the massage.
