Go to their customer service desk and they'll fix it for you. I got my ATM card on the spot and one of those security key chain things in the mail few weeks later. All statements are posted to my overseas address.

You could show them a proof of your address in your native country and they would open an account for you. The only setback is they would mail everything to that address until you can change it. Your personal checks and bank statement would be sent over there. It is quite stupid.  The ATM card would be given to you immediately by the rep who opened it for you, and your PINs will be given to you right away. You could opt in for online statement so you can view them online instead of the bank sending to your address in your previous country.
