i very poor on english and computor skill,

you need to be more active in here, as for english you do not need to know a lot inorder to have a better reading access.

share your current experience while punting to the form, and you will increase but remember it must be current as in 1 or 2 days ago. as wg sometimes dissapear within a matter of one day.

Truth is
  a) your level of English doesn't matter - we understand your meaning, since we all speak the same language in SEX   Nobody will criticise your language ability (and if any Troll does, they will get slammed for rudeness pretty quickly!)
  b) your English will improve very quickly, as you spend time reading reports, joining in the discussion, and writing reports

There is a lot of useful information in the Newbies section, suggest you start there.  
Also there is a search function on the page, at the top right, suggest you use that also to get answers to your questions.  

As tolerant as the community is with poor English, they do get very bored being asked the same question that has already been answered many times.  

And your question about Reading Access?  Well, that's for the people who contribute most ... so the only way you will get Reading Access is by contributing.  Articles, Reports, Commentary, Useful Information, Shared Experience, just do what you can and the rest will follow!

you can always just improve on the outside w/ more exposure to english.  once you do, you'll improve w/ time.
